A significant component of the Mt. Juliet's comprehensive greenway plan, the West Division Greenway has remained a priority segment for construction for about a decade. For years, Mt. Juliet leaders pursued funding for this project through an annual grant application to the Governor's Transportation Enhancement Grant Program. The Governor's Enhancement Grant Program grant is considered to be one of the most competitive in the state. With a "wish" list that often ran close to 100 projects and far exceeded the $15m to $20m annually allocated, last year, MJ officials decided to change their applications tactics. The city's Public Works Department separated the project into three phases, hoping that a request for a smaller portion of a dwindling pie would prove successful. As luck would have it, concurrent with our revised strategy, the federal government approved the first American Recovery and Relief Act (ARRA) projects, with the West Division Greenway being one of the first greenway projects in Middle Tennessee identified for funding.

Phase 1: With the stimulus funds, the city was able to proceed with design and construction of Phase 1 of the project, which will connect the Music City Star train station to 4th Avenue. In addition, the City has acquired about 1 acre of open land that parallels the railroad tracks west of 4th Avenue. Plans are to develop this area as a trailhead for the Greenway, as funds permit.

Phase 2: extends the greenway westward toward South Greenhill Road for another 4200 feet to a point near the entrance to Brookstone Subdivision. This portion, along with the final phase, will include more amenities than Phase 1 due to the additional area acquired by the City of Mt. Juliet between the Nashville and Eastern Railroad ROW and the West Division ROW. These amenities will include additional landscaping, park benches/rest areas, pedestrian bridges across drainage ways as well as multiple design features that will add to the aesthetics of the greenway experience. Embracing the character of the existing contours, slopes, and drainage ways will be key points guiding the designing process. Pedestrian bridges will be utilized to cross some of the larger drainage ways, and the trail itself will meander throughout the open space area creating a pleasant feeling of adventure to the greenway.

Phase 3: will continue from Brookstone and extend for another 5800 feet to the planned point of termination at South Greenhill Road. This portion will maintain the aesthetic design features utilized in the preceding phase, but will complete the desired connection to the more densely populated areas near the residential neighborhoods of Willoughby Station, and Mt. Vernon Estates. An additional trail head is planned near the intersection of West Division and South Greenhill Road providing parking and staging areas for all those planning to enjoy the outdoors, or travel to the Music City Star Train Station via the City's first greenway.
